Rationale
The PIRLS 2021 results, released by the Department of Basic Education in May 2023, found that 81 percent of South African Grade 4 learners cannot read for meaning in any language, the weakest result of all participating countries. This course directly addresses this crisis by equipping teachers with systematic, evidence-based reading instruction grounded in CAPS Home Language and First Additional Language requirements. It aligns with SACE professional development priorities, which list 'teaching children how to read' first among ministerial national priorities, and the CPTD Handbook obliges every educator to keep abreast of educational trends under Section 7 of the SACE Code of Professional Ethics. By focusing on the five pillars of reading, orthographic awareness, group guided reading, comprehension strategies, and CAPS-compliant assessment, this course helps teachers translate policy into classroom practice that improves learner outcomes.
Part I: Foundations (Lessons 1-4)
Lesson 1. Lesson 1: The South African Reading Crisis: What PIRLS 2021 Measured and What It Means for One Classroom
Participants interpret the PIRLS 2021 findings and their implications for classroom practice. They diagnose learner reading needs using classroom evidence and design a targeted reading routine. They document intervention evidence for professional learning and evaluate learner progress to adjust instruction.
CAPS Home Language and First Additional Language expectations; SACE professional development priorities for teaching children to read; PIRLS-informed reading improvement practice
Lesson 2. Lesson 2: Reading in CAPS: Time Allocations, Components, and Requirements in Home Language and FAL
Participants examine CAPS time allocations and reading components for Home Language and First Additional Language. They interpret reading expectations and diagnose learner needs. They design a reading routine aligned to CAPS and document evidence for professional learning.

Lesson 3. Lesson 3: The Five Pillars of Reading Instruction: Phonemic Awareness, Phonics, Fluency, Vocabulary, Comprehension
Participants learn the five pillars of reading instruction and how they apply to CAPS reading outcomes. They diagnose learner needs in each pillar and design targeted routines. They document intervention evidence and evaluate progress.
CAPS Home Language and First Additional Language reading outcomes; SACE continuing professional teaching standards for early literacy; PIRLS-based reading enhancement strategies
Lesson 4. Lesson 4: Decoding in African Languages and in English: Transparent Versus Opaque Orthographies
Participants explore orthographic depth and its impact on decoding instruction in African languages and English. They diagnose learner decoding needs and design routines that account for transparent vs. opaque orthographies. They document evidence and evaluate progress.
CAPS Home Language and First Additional Language requirements; SACE professional growth standards for reading instruction; PIRLS-based strategies for raising reading outcomes
Part II: Core Practice (Lessons 5-10)
Lesson 5. Lesson 5: Group Guided Reading: Organising and Running Differentinated Reading Groups
Participants learn to organise and run differentiated reading groups in large, multilingual classrooms. They diagnose learner needs and design group guided reading routines. They document evidence and evaluate progress, connecting to SACE priorities.
CAPS Home Language and First Additional Language requirements; SACE Professional Development Points Schedule (teaching children how to read); PIRLS-informed reading improvement practice
Lesson 6. Lesson 6: Shared Reading and Read-Alouds That Build Comprehension, Not Just Performance
Participants learn to use shared reading and read-alouds to build comprehension rather than just performance. They diagnose comprehension needs and design interactive reading routines. They document evidence and evaluate learner progress.
CAPS Home Language and First Additional Language requirements; SACE professional growth standards for reading instruction; PIRLS-based strategies for raising reading achievement
Lesson 7. Lesson 7: Teaching Comprehension Strategies Explicitly: Predicting, Questioning, Summarising
Participants learn to explicitly teach comprehension strategies such as predicting, questioning, and summarising. They diagnose learner comprehension needs and design strategy-focused routines. They document evidence and evaluate progress.
CAPS Home Language and First Additional Language reading requirements; SACE priorities for developing reading instruction; PIRLS-based approaches to improving learner comprehension
Lesson 8. Lesson 8: Reading Assessment: Running Records, Oral Reading Fluency Norms, and CAPS-Compliant Tracking
Participants learn to use running records and oral reading fluency norms to assess reading progress. They diagnose learner needs and design assessment-informed routines. They document evidence and evaluate progress in a CAPS-compliant manner.
CAPS Home Language and First Additional Language reading benchmarks; SACE professional development standards for literacy instruction; PIRLS-based reading enhancement strategies
Lesson 9. Lesson 9: Building a Print-Rich Classroom on a Limited Budget; Using DBE Workbooks Well
Participants learn to create a print-rich classroom using limited resources, including DBE workbooks. They diagnose resource needs and design routines that maximise available materials. They document evidence and evaluate progress.
CAPS Home Language and First Additional Language requirements; SACE Professional Development Points Schedule (teaching children how to read); CPTD Handbook (Section 7 of SACE Code of Professional Ethics)
Lesson 10. Lesson 10: Supporting Struggling Readers: Catch-Up Strategies and When to Refer Through SIAS
Participants learn catch-up strategies for struggling readers and when to refer through the SIAS process. They diagnose learner needs and design targeted interventions. They document evidence and evaluate progress.
