Target buyer. Refined rationale. The 2021 Saudi curriculum reform introduced critical thinking as a taught subject in grades 9 and 10 within a broader restructuring that also produced the three-semester school year, new digital skills instruction, revised social studies, and English from grade 1 (research brief, section 5.2). The reform's declared purpose, and the surrounding Human Capability Development Program of Vision 2030, is to move the system toward future-oriented capabilities and lifelong learning (HCDP delivery plan 2021-2025). Teachers assigned the new subject were prepared as subject specialists, not as instructors of reasoning as content, and the professional practice domain of the Saudi professional standards for teachers now expects instructional strategies that these teachers were rarely trained to deploy. This course therefore trains teachers to teach reasoning as an explicit subject and to embed reasoning routines across the disciplines, in ways that simultaneously serve the professional knowledge, professional practice, and assessment expectations that the ETEC Teacher Professional License examinations operationalize. Where the ladder is taught, both presentations are reported and the conflict is flagged rather than resolved (research brief, sections 1.2 and 6). 3. Whether accredited professional development hours will substitute for examination retakes at license renewal remains an open question pending the ETEC amendment project; the OECD 2024 profile records that renewal procedures were still being developed. The course claims no renewal credit. 4. Phase IV: Capstone (Lessons 14-15)
Lesson 14. Capstone I: Designing a Complete Instructional Unit
Participants synthesize the course into a complete multi-week instructional unit, either for the critical thinking subject in grades 9 or 10 or as an embedded reasoning sequence within their own discipline. The unit must contain measurable objectives, a lesson sequence employing at least two discussion or problem-based structures from the course, a performance assessment with an analytic rubric, and a differentiation plan grounded in the learner-knowledge material of Lesson 4. Units are reviewed against a criterion checklist derived from the planning and practice expectations of the Saudi professional standards, so that the artifact demonstrates standards-aligned competence rather than generic lesson-writing. The lesson functions as a structured working session with staged checkpoints rather than as lecture.

Lesson 15. Capstone II: Implementation Evidence and the Professional Development Record
The final lesson converts the capstone unit into documented professional growth. Participants learn the activity typology of the NIEPD Guide to Accreditation and Implementation of Educational Professional Development Activities, including lesson study, applied lessons, action research, guided reading, and workshops, and they plan how implementation of their unit could be documented in one of those recognized forms within their school or directorate. The lesson states the regulatory position without embellishment: official professional development points accrue only through activities delivered under NIEPD accreditation, the point values reside in a companion guide that was not retrieved for the research brief, and this course by itself confers no points and no license credit. It further notes the open question flagged in the brief, namely whether accredited professional development hours will substitute for examination retakes at renewal under the ETEC amendment project, given that the license is valid for five years, renewal is applied for in the final year, and the OECD 2024 profile records renewal procedures as still under development.
