Rationale
This course addresses three converging legal mandates: the BNCC Competencia Geral 5 (Cultura Digital), the BNCC Computacao annex (Pensamento Computacional, Mundo Digital, Cultura Digital), and the PNED (Lei 14.533/2023). It also covers digital-safety and cyberbullying duties under Lei 14.811/2024 and child-protection duties under Lei 13.431/2017 and the ECA. The course is designed as a 40-hour curso de atualizacao under the BNC-Formacao Continuada, stackable toward a 180-hour aperfeicoamento. It is not an AI course; it is a digital-competence and digital-safety course grounded in Brazilian law and standards.
Part I: Foundations (Lessons 1-4)
Lesson 1. Cultura Digital as a BNCC competency
This lesson establishes the legal and curricular foundation for the entire course. Participants examine the text of BNCC Competencia Geral 5, which requires students to understand, use, and create digital technologies critically, ethically, and meaningfully across all areas of knowledge. The lesson traces how this competency connects to the other nine general competencies and to the specific habilidades in each curricular component. Participants analyze sample curriculum documents to identify where Cultura Digital already appears and where it is absent. They then map their own teaching context against the competency, identifying gaps and opportunities. By the end of the lesson, participants can articulate what Competencia Geral 5 demands of their teaching and can locate it within the BNCC structure. Lesson 2. The BNCC Computacao annex
This lesson introduces the normative annex that adds Pensamento Computacional, Mundo Digital, and Cultura Digital as mandatory content for basic education. Participants learn the three axes of the annex and how they relate to the existing BNCC competencies. The lesson explains the annex's mandatory status for state and municipal networks from October 2023, as reported by the Observatorio Movimento Pela Base and UNDIME. Participants compare the annex's language with Competencia Geral 5 to see how the annex operationalizes and extends the competency. They also examine sample habilidade codes from the annex to understand how computational thinking and digital culture are to be taught across stages. By the end of the lesson, participants can explain the annex's three axes and identify where each axis fits into their grade-level curriculum. Lesson 3. The National Digital Education Policy
This lesson covers the Politica Nacional de Educacao Digital (PNED), Lei 14.533/2023, and its four axes: digital inclusion, school digital education, digital capacity-building and specialization, and research and development. Participants learn what the PNED expects of schools and teachers, particularly regarding teacher digital-competence development and the integration of digital education into the curriculum. The lesson connects the PNED to the BNCC Computacao annex, showing how the policy provides the legal framework for implementation. Participants analyze the PNED's provisions on teacher training and school digital-education planning. They also discuss how the PNED's digital-inclusion axis relates to equity and access in their own school contexts. By the end of the lesson, participants can describe the four PNED axes and identify at least one concrete implication for their own professional practice. The lesson includes a policy-reading exercise and a group discussion on implementation challenges.

Lesson 4. Computational thinking without computers
This lesson introduces the concept of computational thinking as defined by the BNCC Computacao annex: decomposition, pattern recognition, abstraction, and algorithm design. Participants learn that computational thinking can be taught without any digital device, using unplugged activities such as sorting exercises, pattern games, and step-by-step instruction writing. The lesson provides a repertoire of unplugged activities appropriate for early childhood through ensino medio, with attention to developmental stages. Participants practice designing and leading one unplugged activity for their own grade level. They also discuss how unplugged computational thinking builds the foundation for later digital work. By the end of the lesson, participants can design and facilitate at least one unplugged computational-thinking activity that targets a specific BNCC Computacao habilidade. The lesson includes a hands-on activity-design workshop and peer feedback.

Part II: Core Practice (Lessons 5-10)
Lesson 5. Introductory programming and logic for the classroom
This lesson moves from unplugged computational thinking to introductory programming activities suitable for the classroom. Participants learn about block-based programming environments and logic activities that develop algorithmic thinking without requiring advanced technical skills. The lesson covers age-appropriate programming tools and approaches for each stage of basic education, from visual sequencing in early years to simple block coding in ensino fundamental and introductory text-based logic in ensino medio. Participants practice a sample programming activity as learners and then plan how to adapt it for their own students. They also discuss how programming activities connect to the BNCC Computacao habilidades for Mundo Digital and Pensamento Computacional. By the end of the lesson, participants can select and adapt an introductory programming activity that targets a specific BNCC Computacao habilidade for their grade level. Lesson 6. Understanding the digital world (Mundo Digital)
This lesson addresses the Mundo Digital axis of the BNCC Computacao annex, which requires students to understand how networks, data, and devices function. Participants learn the core concepts of digital infrastructure at a teacher-usable level: how the internet works, what data is and how it is stored, how devices communicate, and basic concepts of cybersecurity. The lesson provides analogies and demonstrations that teachers can use to explain these concepts to students. Participants practice explaining one digital-world concept to a peer using a simple analogy. They also discuss how to integrate Mundo Digital content across subjects, not just in technology classes. By the end of the lesson, participants can explain at least three core digital-world concepts and can plan a lesson that teaches one of them to their students. The lesson includes a concept-explanation exercise and a cross-curricular integration activity.

Lesson 7. Media and information literacy
This lesson focuses on teaching students to evaluate sources, resist disinformation, and navigate the information environment critically. Participants learn the key skills of media and information literacy as defined by the BNCC Competencia 5 and the PNED: identifying credible sources, recognizing bias, fact-checking, and understanding how algorithms shape information consumption. The lesson provides practical classroom activities for each skill, adapted to different grade levels. Participants practice evaluating a sample online source using a structured rubric. They also discuss how to address disinformation in the classroom without creating political controversy. By the end of the lesson, participants can design a media-literacy activity that teaches students to evaluate a source or recognize a disinformation tactic. Lesson 8. Digital citizenship and ethics
This lesson addresses the ethical dimension of Cultura Digital, teaching participants how to develop responsible, respectful, and ethical online conduct in their students. Participants learn the core principles of digital citizenship: respect for others online, responsible self-expression, understanding digital footprints, and ethical use of others' work. The lesson provides age-appropriate activities for teaching each principle, from early-years discussions about kindness online to ensino medio debates about digital ethics. Participants practice facilitating a classroom discussion on a digital-ethics scenario. They also discuss how to model digital citizenship in their own professional online behavior. By the end of the lesson, participants can facilitate a classroom activity that teaches one principle of digital citizenship and can articulate how it connects to the BNCC Competencia 5. Lesson 9. Online safety and child protection
This lesson covers the teacher's duty to protect students from online harm, grounded in the ECA and Lei 13.431/2017. Participants learn to recognize signs of online grooming, exposure to harmful content, and unsafe online behavior. The lesson explains the teacher's role in teaching safe online practices and in reporting concerns through the school's protection protocol. Participants practice identifying red-flag scenarios and drafting a factual internal record of a concern. They also discuss how to teach age-appropriate online-safety rules without frightening students. By the end of the lesson, participants can recognize common online-safety risks for students and can describe the correct reporting pathway under the ECA and Lei 13.431/2017. Lesson 10. Preventing and responding to cyberbullying
This lesson addresses the specific legal duty under Lei 14.811/2024, which criminalizes cyberbullying and requires schools to have anti-violence protocols. Participants learn to recognize cyberbullying in its various forms: harassment, exclusion, impersonation, outing, and cyberstalking. The lesson explains the school's duty to prevent cyberbullying through education and to respond when it occurs, including documentation, notification of families, and referral to the Conselho Tutelar when appropriate. Participants practice applying the school protocol to a cyberbullying scenario. They also discuss how to teach students about cyberbullying prevention and reporting. By the end of the lesson, participants can recognize cyberbullying indicators, apply the school's response protocol, and teach a prevention lesson to their students. Part III: Application and Mastery (Lessons 11-15)
Lesson 11. Data protection and student privacy
This lesson introduces the teacher's obligations under the Lei Geral de Protecao de Dados (LGPD, Lei 13.709/2018) as applied to educational settings. Participants learn what constitutes student personal data, how it may be lawfully collected and used, and what practices are prohibited. The lesson covers common school scenarios: using digital platforms that collect student data, sharing student work online, communicating with families through messaging apps, and storing assessment records. Participants audit their own data-handling practices against LGPD principles. They also discuss how to teach students about their own data-protection rights. By the end of the lesson, participants can identify at least three data-protection risks in their own practice and can describe the correct procedure for each. Lesson 12. Integrating digital tools into subject teaching
This lesson moves from digital-content teaching to using digital tools as a means of achieving BNCC learning objectives across subjects. Participants learn a framework for evaluating whether a digital tool genuinely serves a learning goal or is merely an add-on. The lesson provides examples of effective integration in language arts, mathematics, science, and social studies, aligned to specific BNCC habilidades. Participants practice selecting a digital tool for a learning objective from their own curriculum and justifying its use. They also discuss common pitfalls of technology integration, such as passive consumption and tool overload. By the end of the lesson, participants can select and justify a digital tool that serves a specific BNCC learning objective in their subject area. The lesson includes a tool-evaluation exercise and a lesson-planning activity.

Lesson 13. Accessibility and digital inclusion
This lesson addresses the duty to ensure that digital education is accessible to all students, including those with disabilities, under the LBI and the PNED digital-inclusion axis. Participants learn about assistive technologies available in Brazilian schools: screen readers, speech-to-text, alternative input devices, and accessibility features built into common platforms. The lesson also covers the digital-inclusion gap and strategies for ensuring that students without home internet or devices can still develop digital competencies at school. Participants practice adapting a digital activity for a student with a specific disability. They also discuss how to advocate for accessibility resources in their school. By the end of the lesson, participants can identify at least two assistive technologies relevant to their students and can adapt a digital lesson to be more inclusive. Lesson 14. Screen time, wellbeing, and healthy device use
This lesson addresses the growing concern about screen time and its effects on student wellbeing, grounded in the PNED and the ECA's protective principles. Participants learn the research on screen time, sleep, attention, and social development, without alarmism. The lesson provides practical strategies for guiding students and families toward balanced technology habits: setting classroom device-use norms, teaching self-regulation, and communicating with families about healthy limits. Participants practice designing a family-communication piece about screen time. They also discuss how to model healthy device use in their own professional practice. By the end of the lesson, participants can articulate a balanced approach to screen time and can design a classroom norm or family communication that promotes healthy device use. Lesson 15. Capstone: a digital-and-safety teaching unit
This capstone lesson requires participants to synthesize all course content into a single teaching unit that builds both a digital competency and a safety competency. Participants select a specific BNCC Computacao habilidade and a specific safety or citizenship outcome from the course, then design a unit of three to five lessons that teaches both. The unit must include an unplugged or introductory programming activity, a digital-citizenship or safety component, and an assessment aligned to the BNCC. Participants present their units to peers for structured feedback and revise based on that feedback. By the end of the lesson, participants can produce a complete, BNCC-aligned teaching unit that integrates digital competence with digital safety and citizenship.
