Course overview

Reviewer note. This submission concept seeks approval solely for the mandatory area Accommodating and Meeting the Varied Needs of English Learners, with documented alignment to the Interstate Teacher Assessment and Support Consortium (InTASC) Model Core Teaching Standards. It does not seek approval for any other mandatory area. The planned three-hour duration is a design target that must still be pilot-validated before filing or certificate issuance. No approval, credit, or certificate is claimed or granted by this file.

PELSB's review form for this mandatory area asks the provider to show two things: where the training teaches teachers to accommodate and meet the varied needs of English Learners, and where the training aligns with InTASC standards. This course makes both criteria locatable. Every lesson names the InTASC standard or standards it serves, teaches Minnesota-specific content about multilingual learners, and requires an applied artifact. A dedicated criterion-mapping section below provides a lesson-by-lesson InTASC crosswalk for the reviewer. [S1, S10]

Completion design

The intended live course requires 160 minutes of lesson instruction and applied activity, a 15-minute scenario assessment, and a 5-minute professional reflection and attestation: 180 active minutes total. It requires all 13 activities, the three-case analysis lab, the ten-section capstone, and at least 80% on the 20-question assessment. Time is allocated to required reading, applied analysis, artifact creation, and assessment, not to an automatic lesson timer. The full computation appears in the Clock-Hour Basis and Time-on-Task Method section before the source register. The live platform must preserve responses or require artifact submission before completion.

Professional boundary: This course provides instructional planning practice for general classroom teachers. It does not replace a student's EL service plan, an IEP or 504 plan, district identification and exit procedures, statewide assessment rules, or the expertise of licensed EL teachers. Follow current Minnesota Department of Education guidance and local procedures for individual student decisions. The course itself is designed toward WCAG 2.2 AA as an internal goal and must undergo keyboard, screen-reader, document, and manual accessibility review before filing. [S8]

Sub-criterion 1: Accommodating and meeting the varied needs of English Learners

Taught directly in Lessons 1.1 (who Minnesota's English Learners are and why "varied needs" is the operative phrase), 2.1 and 2.2 (reading proficiency levels and language demands so accommodation is matched to need), 3.1 through 3.3 (comprehensible input, scaffolding, vocabulary, sentence frames, and translanguaging), and 4.1 through 4.3 (differentiated assessment, co-teaching, and family engagement). Practiced in all 13 required activities, the three-case lab in Module 5, and the capstone in Module 6, each of which requires the participant to plan an accommodation matched to a specific learner profile. Assessed in questions 4 through 14 and 17 through 19 of the 20-question assessment.

Sub-criterion 2: Training aligns with InTASC standards

Lesson 1.3 teaches the InTASC Model Core Teaching Standards directly, quoting the standard language teachers are expected to apply. Every subsequent lesson header names its InTASC anchor, the capstone requires an InTASC self-audit, and assessment questions 15, 16, and 17 test the standards themselves. Who Minnesota's multilingual learners are, and why "varied needs" is the operative phrase

Learning objectiveDescribe the linguistic, cultural, and educational variation among Minnesota's English Learners and explain why a single "EL strategy" cannot serve them all.

Minnesota serves one of the most linguistically distinctive English Learner populations in the United States. Statewide, Spanish is the most common home language among identified English Learners, followed by Somali, Hmong, and Karen, with the ranking varying sharply by county: Hmong is the largest non-English home language in Ramsey County, while Spanish and Somali dominate in Hennepin County. [S9] This profile reflects Minnesota's history as a leading state for refugee resettlement. Many Somali, Hmong, and Karen families arrived through refugee pathways, and the Karen community concentrated in and around St. Paul is among the largest in the country. A teacher in Worthington, Willmar, Rochester, Moorhead, or the Twin Cities metro will meet multilingual learners whose stories differ from one another as much as they differ from monolingual English speakers.

The statutory definition matters because it frames the teacher's task. Minnesota law defines an English learner as a student who first learned a language other than English or comes from a home where a language other than English is usually spoken, and who lacks the necessary English skills to participate fully in academic classes taught in English. [S4] The same statute defines a student with limited or interrupted formal education, commonly abbreviated SLIFE, as an English learner who has at least two fewer years of schooling than peers when entering school in the United States. [S4] A SLIFE student is learning English, learning academic content, and learning school itself simultaneously, and research on SLIFE instruction shows that building deliberately on students' prior informal learning experiences, rather than treating them as blank slates, is what works. [S27] A newcomer with strong prior schooling in another language brings literacy and content knowledge that transfer. A United States-born long-term English learner may sound fully fluent in the hallway while still needing support with dense academic text. These are three different instructional problems that a single worksheet accommodation cannot solve.

InTASC Standard #2 states that the teacher "uses understanding of individual differences and diverse cultures and communities to ensure inclusive learning environments that enable each learner to meet high standards." [S10] Notice the two commitments held together: individualized understanding and high standards. The most common failure mode in EL instruction is not cruelty but quiet simplification, in which well-meaning teachers reduce cognitive demand instead of reducing language barriers. This course returns to that distinction repeatedly: change the access route, not the destination.

Newcomer programming deserves specific treatment, because the first months set trajectories. A defensible first-weeks protocol for a receiving classroom: seat the student where the board, the teacher's face, and a bilingual peer (if one exists and consents) are all visible; establish two or three survival routines with visuals (bathroom, lunch, "I need help" card); learn to pronounce the student's name correctly and verify with the student, because a name mangled for a year is a daily message about belonging; and begin content participation immediately through the nonlinguistic channels the discipline offers, since a newcomer can measure, sort, graph, draw, and calculate while English production is still emerging. Research and practitioner literature on newcomers converge on a caution and a comfort. The caution: some newcomers pass through a period of minimal spoken output, and instruction should distinguish this from either disengagement or disability, keep providing input, and offer low-risk response modes (pointing, sorting, yes-no cards) rather than forcing early public speech. The comfort: receptive understanding typically runs far ahead of production, so the quiet student is usually learning more than she can yet show. [S21, S27] Where a district operates a dedicated newcomer program, section 124D.61's prohibition on substantial-day isolation still governs: such programs are defensible as intensive, temporary, and porous, with planned mainstream contact and clear exit expectations, and become legally and educationally suspect when they harden into multi-year parallel tracks. [S5]

The long-term English learner profile also rewards a closer look at the evidence. Umansky and Reardon's analysis of a decade of student records found that reclassification timing varies systematically by program model: students in bilingual and dual-immersion classrooms reclassified more slowly in the early grades but showed equal or better English proficiency and academic outcomes by late middle school, while English-immersion students reclassified faster early. [S34] Read carefully, this finding cuts two ways for a Minnesota teacher. It cautions against reading a slow reclassification timeline as program failure or student deficit, and it cautions equally against complacency: a student identified for six or more years whose proficiency growth has flattened needs a changed instructional response, not a longer wait. The instructional response that fits the long-term profile is acceleration through academic literacy, rich text with scaffolds, explicit academic vocabulary and writing instruction, and full access to rigorous coursework, because the research consistently identifies restricted curricular access, not insufficient English exposure, as the mechanism by which long-term status compounds. [S22, S34] What the profile never justifies is beginner materials, which insult a fluent speaker's actual competence and teach nothing she lacks.

Equity check. Never infer proficiency, prior schooling, or family literacy from a student's country of origin, religion, or accent. Two Somali-speaking students in the same class may include one born in Minneapolis and one who arrived last spring from a refugee camp with interrupted schooling. Use enrollment data, the home language questionnaire, ACCESS results, prior records when available, student work, and conversation with the student and family before deciding what a learner needs.

Then describe two English Learners you serve or expect to serve, using the four profile types above, and name one way their needs differ that a generic "EL strategy" would miss. The legal floor: Lau, Castañeda, Title III, and Minnesota's LEAPS Act

In Lau v. Nichols, 414 U.S. 563 (1974), the United States Supreme Court held that the San Francisco schools violated the Civil Rights Act of 1964 by giving approximately 1,800 Chinese-speaking students the same desks, books, teachers, and curriculum as everyone else while providing no language support. The Court's reasoning is the foundation of everything in this course: identical treatment is not equal access, because "students who do not understand English are effectively foreclosed from any meaningful education." [S14] Handing an English Learner the same unmodified materials as English-proficient peers is not neutrality. Under Lau, it is the problem.

Castañeda v. Pickard, 648 F.2d 989 (5th Cir. 1981), turned that principle into a workable test that federal enforcement agencies still apply; the 2015 joint Dear Colleague Letter from the Department of Education's Office for Civil Rights and the Department of Justice applies the Castañeda framework point by point to identification, services, staffing, exit, and parent communication. [S24] A program serving English Learners must satisfy three prongs: it must be based on sound educational theory, it must be implemented effectively with adequate staff, materials, and space, and it must be evaluated and shown to actually overcome language barriers within a reasonable time. [S15] Notice that good intentions fail the second prong and unexamined programs fail the third. The Castañeda logic scales down to the classroom: choose supports with a defensible rationale, actually provide them, and check whether they are working.

Title III of the Every Student Succeeds Act funds and structures state EL work. Its statutory purposes include ensuring that English Learners attain English proficiency and reach the same challenging state academic standards as all other students, and helping teachers, principals, and districts build effective language instruction programs. [S16, S25] The Department of Education's non-regulatory Title III guidance details how those purposes translate into state and district obligations, including that Title III services supplement, and never replace, the civil rights obligations Lau and Castañeda define. [S24, S26] The phrase worth memorizing is "the same challenging State academic standards." Federal law does not authorize a parallel, lowered curriculum for English Learners.

Minnesota's own commitment is the Learning English for Academic Proficiency and Success Act, known as the LEAPS Act, enacted in 2014 as Minnesota Laws 2014, chapter 272 (H.F. 2397). [S6, S7] The LEAPS Act threaded EL responsibility through existing statute, from early childhood through adult education and teacher licensure. Its operational core for districts now lives in Minnesota Statutes sections 124D.58 to 124D.65. Section 124D.61 requires every district enrolling English Learners to implement a program with documented identification and exit criteria, instruction aligned to state English language development standards, a written plan of services shared with parents, ongoing professional development for all staff who work with English Learners, avoidance of substantial-day isolation of English Learners, and full access to nonverbal subjects and extracurricular activities. [S5] The LEAPS Act also established bilingual and multilingual seals for graduates, now codified in Minnesota Statutes section 120B.022 with gold and platinum tiers based on ACTFL proficiency levels, formal recognition that multilingualism is an achievement Minnesota rewards, not a deficit it remediates. [S6, S7, S30]

Two practical consequences follow for a renewing Minnesota teacher. First, EL professional development is not an EL-department matter; section 124D.61 makes it an obligation attached to every staff member who works with English Learners, which in most Minnesota schools means every teacher. [S5] Second, the asset orientation of the LEAPS Act is legal posture, not sentiment: the statute's definitions, seals, and SLIFE protections all treat the home language as something to build on. InTASC Standard #9 asks teachers to engage in ongoing professional learning and to practice ethically; knowing this legal floor is part of that standard. [S10]

One statute completes the federal architecture and explains why Castañeda binds nationwide. The Equal Educational Opportunities Act of 1974 provides that no state shall deny equal educational opportunity through, among other things, "the failure by an educational agency to take appropriate action to overcome language barriers that impede equal participation by its students in its instructional programs." [S33] Castañeda is the Fifth Circuit's interpretation of what "appropriate action" requires, and because the 2015 Dear Colleague Letter adopts that interpretation for federal enforcement everywhere, the three-prong test is the operative standard in Minnesota even though Minnesota sits in the Eighth Circuit. [S15, S24, S33] The enforcement mechanics matter to practitioners more than they may expect: the Office for Civil Rights investigates complaints that any parent, advocate, or organization may file, and its EL compliance reviews examine exactly the artifacts this course teaches you to produce, service documentation, evidence of meaningful program implementation, exit and monitoring records, and parent communication in a language parents understand. [S24] A teacher's scaffolded lesson plans, two-lens grade records, and interpreted conference logs are not merely good practice; in a compliance review they are the district's evidence. The professional posture this course recommends is therefore neither anxiety nor indifference but documented competence: do the defensible thing, and keep the kind of records that show it was done. The Castañeda audit activity below builds that habit at the scale of a single classroom support, which is where the habit is learnable.

Required professional-learning activity

Apply the Castañeda three-prong test to one EL support currently used in your classroom or school (for example, a co-taught block, a pull-out group, a translation tool, or a scaffolded text routine). For each prong, write one sentence: What is the theory? Is it resourced and implemented as designed? What evidence shows it is overcoming language barriers? Identify the weakest prong.

The Interstate Teacher Assessment and Support Consortium, convened by the Council of Chief State School Officers, published the Model Core Teaching Standards to describe what effective teaching looks like across all subjects and grades. The 2013 resource pairs the ten standards with learning progressions for ongoing teacher development, which is why the standards are a natural spine for licensure renewal training. [S10] Minnesota's own Standards of Effective Practice in Minnesota Rules part 8710.2000 are closely related and carry the same architecture of learner-centered expectations, so Minnesota teachers will recognize the language. Two additional standards appear where the work demands them: Standard #9, Professional Learning and Ethical Practice, frames the legal obligations in Lesson 1.2, and Standard #10, Leadership and Collaboration, frames co-teaching and family partnership in Lessons 4.2 and 4.3. [S10] The point of the crosswalk is not compliance decoration. When you can name which standard a decision serves, you can also name what evidence would show the decision worked, and that habit is what separates a strategy list from professional judgment.

A note on how the standards interlock for English Learners specifically. Standard #2 tells you to know the learner; Standard #4 tells you to know the language of your discipline; Standard #8 tells you to build the bridge between them; Standard #6 tells you to check whether the bridge held; Standard #1 reminds you the learner is moving, so the bridge must move too. Every case in Module 5 and the capstone in Module 6 will ask you to walk that loop explicitly.

A worked pass through the loop shows what the crosswalk buys in practice. A grade 6 mathematics teacher plans a lesson on ratio tables and has one Level 2 newcomer and one Level 4 long-term English learner. Standard #2 first: the newcomer had strong prior schooling in Ecuador and computes fluently; the Level 4 student is orally fluent and avoids word problems. Standard #4 next: the teacher identifies "per," "for every," and "rate" as the lesson's load-bearing language, and notices that "table" is a polysemous trap. Standard #8: the newcomer works the same ratio tables from numeric presentations with a Spanish-English glossary card; the Level 4 student gets the word problems with the comparative frames he actually lacks. Standard #6: both students' exit tickets are scored twice, mathematics and language, and the newcomer's correct numeric work counts as mathematics mastery. Standard #1 closes the loop: next month the newcomer's glossary card should be thinning, and the frames should be fading into a function reminder. Every decision in that paragraph is ordinary; the discipline is that each is nameable, and therefore checkable, against a standard. The InTASC document's learning progressions add a further use this course recommends: each standard is elaborated at increasing levels of practice, so a teacher can locate her current EL practice on the progression and name the next level as a growth goal, which is precisely the kind of evidence renewal committees and evaluators recognize. Minnesota is a WIDA consortium state. That single fact determines the proficiency data every Minnesota teacher receives. Identified English Learners take ACCESS for ELLs each year, a secure large-scale summative English language proficiency assessment administered in kindergarten through grade 12 across WIDA member states, with an Alternate ACCESS for students with significant cognitive disabilities. [S12] ACCESS reports performance in four language domains, listening, speaking, reading, and writing, along with composite scores; WIDA's interpretive guide for score reports explains each scale score and proficiency level and is the authoritative reference for reading a student's report. [S29] Districts use these results, under their documented criteria required by Minnesota Statutes section 124D.61, to make program entrance, service, and exit decisions. [S5, S8]

The WIDA English Language Development Standards Framework, 2020 Edition, is the instructional architecture behind the test. It organizes language development around four Big Ideas, including equity of opportunity and access and the integration of content and language, and it describes what students can do with language across six proficiency levels, from Level 1 (Entering) through Level 2 (Emerging), Level 3 (Developing), Level 4 (Expanding), Level 5 (Bridging), to Level 6 (Reaching). [S11] WIDA's Can Do Descriptors translate those levels into concrete statements of what a student at a given level can typically do with support in each domain, organized around key uses of language such as recount, explain, and argue. [S13]

Read the levels as an instructional dashboard, not a ranking. A Level 2 (Emerging) seventh grader can typically process and produce phrases and short sentences with sensory, graphic, or interactive support; asking her to write an unsupported five-paragraph essay is a planning failure, while asking her to sequence labeled diagram cards and then produce two sentences with a frame is calibrated challenge. A Level 4 (Expanding) student can engage with grade-level text with targeted support around dense academic language; giving him a simplified below-grade text removes exactly the exposure he needs to advance. The levels also differ by domain: a student can be Level 4 in listening and Level 2 in writing, which is precisely why composite scores alone should never drive task design.

The framework's can-do philosophy is a deliberate stance: begin from what multilingual learners can do with language today and build from there, rather than cataloguing what they cannot yet do. [S11, S13] This is InTASC Standard #6 in action, using assessment "to engage learners in their own growth, to monitor learner progress, and to guide the teacher's and learner's decision making," and it is InTASC Standard #2's insistence on high standards restated as data practice: the level tells you the support the student needs to reach the grade-level target, never a reason to substitute a lower target. [S10]

Descriptor-driven planning is a learnable three-step protocol, and it is the practical heart of this lesson. Step one, fix the grade-level target and name what students must do with language to meet it: in a grade 3 unit on animal adaptations, students will explain how a trait helps survival, which is the key use "explain" running through listening (the read-aloud), reading (the leveled text set is not leveled down, the support is), speaking (partner explanations), and writing (a claim with because). Step two, open the Can Do Descriptors for the grade band and read the cells for your students' actual domain levels: a writing Level 2 cell tells you to expect phrases and short sentences produced with graphic and interactive support, so the target explanation will ride on a labeled diagram plus a because-frame. Step three, plan the support gap: whatever distance separates the descriptor cell from the target task is the scaffolding assignment for Lessons 3.1 and 3.2. [S11, S13] The same protocol at grade 10: the target is analyzing how an author develops a claim; the reading Level 3 descriptor predicts the student can identify main ideas and some inferential content with support, so the teacher plans a pre-annotated text with argument moves flagged, and the analysis stays. Two planning disciplines follow. Always plan from domain levels, not the composite, because the composite is an average that describes no actual skill; and always write the support into the plan, not into the moment, because improvised accommodation under time pressure is where targets quietly get lowered.

Teachers should also know the assessment system's edges. ACCESS is annual and summative: it tells you where a student was in late winter, not where she is in October, so classroom evidence carries the between-administrations load, and a year of growth can hide inside an unchanged composite when domain gains offset. Score reports include confidence bands, and WIDA's interpretive guide cautions against over-reading small score movements, a caution that applies doubly to entrance and exit decisions, which is one reason Minnesota standardized those decisions in statewide procedures rather than leaving them to score-gazing. Conversational fluency is not academic language: BICS, CALP, and the modern caveats

The most consequential misreading of an English Learner sounds like this: "He chats with friends in perfect English, so if he's failing science, language isn't the problem." Jim Cummins named the distinction that explains the error: basic interpersonal communicative skills, or BICS, the conversational fluency used in face-to-face, context-rich interaction, versus cognitive academic language proficiency, or CALP, the ability to understand and express the abstract, context-reduced concepts and ideas that school rewards. [S17] Conversational fluency typically develops within roughly one to two years of immersion; academic language proficiency commonly takes five or more years to reach parity with native-speaking peers, because those peers are not standing still. Hakuta, Butler, and Witt's four-district analysis put the figures at three to five years for oral proficiency and four to seven years for academic English, confirming the ordering and lengthening even the conversational estimate. [S31] The student who jokes fluently at lunch and freezes before a paragraph on cellular respiration is not lazy and not limited; he is mid-journey on the longer of two roads.

What makes language "academic" is describable, and every discipline has its own version. Academic text compresses meaning through nominalization (the process of erosion rather than things erode), embeds clauses inside clauses, uses precise connectives (whereas, consequently, given that), deploys discipline-specific terms (photosynthesis, integer) alongside general academic terms (analyze, derive, justify), and, most treacherously, reuses everyday words with technical meanings: a table in mathematics, a product in chemistry, an argument in language arts, a mean in statistics. InTASC Standard #4 makes this the content teacher's territory: understanding "the central concepts, tools of inquiry, and structures of the discipline" includes understanding its language, because the language is how the discipline thinks. [S10] No EL specialist can identify the language demands of your Tuesday physics lab as well as you can.

Honor the caveats, because the field has spent decades refining this distinction. Cummins himself has addressed critiques that BICS and CALP can be misread as a rigid dichotomy or as evidence of deficit. [S17] Three cautions govern responsible use. First, the two are entangled, not sequential: students develop academic language while doing academic work, not before being allowed to do it, so withholding rich content until English "is ready" inverts the science. Second, conversational language is not cognitively trivial, and academic language is not inherently superior; the distinction describes different registers for different purposes, not a hierarchy of intelligence. Third, the deficit risk runs one way: BICS/CALP explains why a fluent-sounding student still needs support, and must never be used to explain why a student cannot handle rigorous content. Current frameworks, including WIDA's 2020 Edition, deliberately frame the same territory as expanding a multilingual learner's linguistic repertoire rather than filling a deficit. [S11]

The practical discipline this lesson asks of you is language-demand analysis. Before teaching, look at your central text, task, and assessment and ask: Which words carry the concept? Which sentence structures could block comprehension? What language must students produce, orally and in writing, to show mastery? A teacher who can answer those three questions has converted a vague worry ("my ELs struggle") into a design specification, and design specifications can be scaffolded. That analysis is the raw material for every strategy in Module 3.

Each discipline's language demands are specific enough to inventory, and a renewal course should name them rather than gesture at them. Mathematics compresses logical relations into short words that carry heavy load ("of" signals multiplication in "half of six," "each" signals rate, "if" opens a condition), reverses everyday word order ("six less than a number" is n minus six, not six minus n), and stacks noun phrases ("the ratio of boys to girls"). Science runs on nominalization and passive voice ("the solution was heated" hides the actor), taxonomic hierarchies (mammal contains rodent contains vole), and cause chains that must be held across sentences; laboratory directions add imperative sequences where a missed step is a failed experiment. Social studies demands source attribution language ("according to," "the account claims"), historical present versus past, and the vocabulary of institutions ("amendment," "tariff," "treaty") whose referents are abstractions no picture fully shows. English language arts trades in connotation, irony, and figurative language, the registers hardest to acquire late, plus the metalanguage of analysis itself ("tone," "imagery," "theme"). [S17, S21] A worked dissection shows the method: the grade 6 science sentence "Erosion caused by the river's movement gradually reshaped the valley floor" contains a nominalized subject (erosion), an embedded participial phrase (caused by...), an adverb of degree (gradually), and a polysemous noun (floor). A Level 3 reader may know every content concept and still lose the sentence's architecture; the teacher who has seen the architecture can unpack it in forty seconds at the document camera, and that forty seconds is language instruction inside content instruction, exactly what the strong-evidence recommendation on integrating oral and written English into content teaching describes. [S21]

Language demands also scale by task, not only by text. Producing language is harder than comprehending it; writing is harder than speaking about the same content because it forfeits gesture, intonation, and the listener's repair questions; and public production is harder than rehearsed production. A planning heuristic follows: for any lesson, list the receptive demands (what students must read and listen through) and the productive demands (what they must say and write) separately, because a student can be adequately supported on one side and stranded on the other. The most common secondary-classroom miss is productive: the teacher scaffolds the reading beautifully, then assigns an analytical paragraph cold. Lesson 3.2's frames exist for exactly that gap. [S13, S21]

Language develops when learners receive input they can substantially understand, stretched slightly beyond their current level. The teacher's job is therefore not to make the content easier but to make the input comprehensible: to increase the number of routes by which meaning arrives. The core moves are unglamorous and reliable. Speak at a natural but measured pace, pause at clause boundaries, and avoid idioms during instruction or briefly gloss them ("piece of cake, that means easy"). Pair every key idea with something visible: a photograph, a diagram, a gesture, a demonstration, a real object, a quick sketch on the board. Chunk directions into numbered steps, post them in writing while saying them, and model the first step. These moves cost minutes, serve every student in the room, and are the difference between a Level 2 student spending the hour learning and spending the hour decoding. The What Works Clearinghouse practice guide for English Learners assigns strong evidence to integrating oral and written English language instruction into content-area teaching through exactly these visual, oral, and structured-support routes. [S21]

Scaffolding is the temporary structure that lets a learner perform a task today that she will perform unaided later, and the word temporary carries the professional weight. WIDA's framework describes proficiency levels partly in terms of the support a student needs, which means instruction should be planned as level-matched support that fades as proficiency grows. [S11, S13] A useful planning discipline is to scaffold in three channels. Scaffold the input: preview the text's structure, provide an advance organizer, preteach the load-bearing vocabulary (Lesson 3.2), offer the same content through a video with captions or a native-language summary. Scaffold the interaction: structured partner talk with assigned roles, think-pair-share with rehearsal time before public speech, home-language partners for concept negotiation. Scaffold the output: word banks, sentence frames, graphic organizers that hold the thinking structure while the student supplies the ideas.

Match the scaffold to the level, then plan its removal. A Level 1-2 student explaining erosion might sequence four labeled photographs and produce two frame-supported sentences; a Level 3 student completes a cause-effect organizer and writes a paragraph with a connective word bank; a Level 4-5 student writes independently with a model text available for reference. All four students are working on the same grade-level target, explaining erosion with evidence, which is what InTASC Standard #8 means by using "a variety of instructional strategies to encourage learners to develop deep understanding." [S10] The failure mode is a scaffold that never fades: a student still copying sentence frames in May that she outgrew in January is being ceilinged by her supports. Write a fade plan into the scaffold itself: this frame until the student uses the structure unprompted twice, then the frame becomes a word bank, then nothing.

Finally, protect productive struggle. Comprehensible does not mean effortless, and the LEAPS-era expectation that English Learners progress toward the same academic standards as peers requires cognitive demand to survive the accommodation. [S5, S16] Before adopting any support, run the two-question check this course will reuse in the case lab: Does this support give the student access to the grade-level thinking? Does it leave the grade-level thinking for the student to do? A support that answers no to the second question, such as a pre-filled organizer or a peer who does the writing, has quietly replaced the destination with the route.

A full scaffolding progression, written out once, is the template the capstone will demand. Elementary science, grade 4, target: students explain the water cycle's stages with evidence from a diagram and text. Level 1: the student sequences four labeled stage cards against the diagram, matches each to a photograph, and produces the stage names orally with the teacher; the explanation demand is met through ordering and labeling, which the Level 1 descriptors identify as available performance. Level 2: the same cards plus two frames ("First, water ___. Then it ___ because ___"), producing two spoken and written sentences. Level 3: a partially completed cycle organizer, a connective word bank (evaporates, condenses, because, then), and a paragraph expectation. Level 4: the grade-level text with two glossed terms, independent paragraph, model text available. Level 5: independent work with the same success criteria as English-proficient peers, plus the teacher's continued vocabulary attention. One destination, five calibrated routes, and each route names what the next level up will remove. The secondary parallel, grade 9 history, target: students corroborate two sources on the same event. Level 1-2: sources presented as captioned images and a two-row comparison chart with frames; Level 3: excerpted sources with pre-taught attribution language; Level 4-5: full sources, with the Level 4 student receiving a sourcing question sequence the Level 5 student no longer needs. Writing these progressions costs the teacher one planning session per unit and converts "differentiation" from an aspiration into a table. [S11, S13, S21]

Distinguish macro-scaffolds from micro-scaffolds, because both are needed and only one can be planned on paper. Macro-scaffolds are structural: the previewed organizer, the leveled frames, the captioned video, the glossary. Micro-scaffolds are interactional, delivered in the moment: the recast (student says "the water go up," teacher replies "right, the water goes up when it evaporates," correcting by modeling rather than flagging), the extended wait time that multilingual processing genuinely requires, the comprehension check that asks the student to show or tell rather than the whole-class "everyone got it?" that collects nods. Skilled EL instruction runs both channels at once, and observation instruments that only credit visible materials miss half the craft. Two failure modes complete the lesson's honesty. Over-scaffolding is real: a room where every task arrives pre-organized, pre-worded, and pre-chunked for everyone denies English Learners the productive struggle and the ambiguity tolerance that language growth requires; supports should sit as close to the student's actual gap as the planning allows. And scaffolds misassigned by label rather than level, the same packet for "the ELs," recreate at the support level exactly the one-size error this course opened against. [S13, S21]

Vocabulary preteaching fails when it becomes a list of twenty words copied with dictionary definitions, and it succeeds when it is triage. Select five to eight words per lesson using three filters. First, load-bearing concept words the lesson cannot proceed without (photosynthesis, ratio, federalism). Second, high-utility academic words that recur across texts and subjects (estimate, contrast, evidence, therefore); these repay the investment for years. Third, the polysemous traps from Lesson 2.2, everyday words wearing technical meanings (odd number, current event, solution), which are invisible to native speakers and genuinely misleading to English Learners. Words that are rare, decorative, or guessable from context do not earn preteaching minutes.

Teach the selected words the way words are actually learned: multiple encounters in multiple modes; teaching a small set of academic words intensively across several days through varied activities is the strong-evidence first recommendation of the What Works Clearinghouse guide for English Learners, and research syntheses on EL instruction converge on the same point. [S21, S22] A workable four-step routine takes ninety seconds per word: say the word and have students repeat it (pronunciation is a legitimate need, not an embarrassment); give a student-friendly definition and one visual or gesture; give an example and a nonexample in context; have partners use the word in a sentence about their own experience or the day's content. Post the words with visuals on a content word wall and require their use in the day's talk and writing, because a word encountered once at the start of class and never again was not taught, only mentioned. For students literate in their home language, adding the cognate or translation (fotosíntesis, photosynthesis) is a ten-second move with outsized payoff, and it previews the translanguaging stance of Lesson 3.3.

Sentence frames deserve the same disciplinary seriousness. A frame is not a worksheet blank; it is a rehearsal of how your discipline talks. "The data show ___, which suggests ___" rehearses scientific inference. "Although the author claims ___, the evidence in paragraph ___ indicates ___" rehearses literary argument. "First I ___, then I ___, because ___" rehearses mathematical explanation. Notice each frame encodes a language function, explaining, arguing, recounting, the same key uses WIDA's descriptors are organized around, which lets you differentiate frames by proficiency level: a Level 2 student gets "Erosion is caused by ___" while a Level 4 student gets "While both weathering and erosion ___, they differ in that ___." [S13] Same discussion, same target, calibrated language load. This is InTASC Standards #4 and #8 working together: knowing the structures of the discipline and deploying strategies that make students fluent in them. [S10]

Two cautions keep frames honest. Frames are for producing academic language, not for suppressing ideas; if a student has a correct idea that overflows the frame, the frame yields. And frames fade like any scaffold, first to a menu of options, then to a reminder of the function ("use a contrast structure"), then to nothing. The end state is a student who owns the discourse patterns, not one who needs the handout.

A scripted worked example fixes the routine in memory better than a description. Grade 2 science, the word "absorb," ninety seconds. "This word is absorb. Say it with me: absorb. Watch: when I dip this paper towel in the water, the towel absorbs the water; it pulls the water in and holds it." Teacher squeezes the towel. "A sponge absorbs water. Nonexample: this plastic plate does not absorb water; the water sits on top. Turn to your partner: name one thing at your house that absorbs water, and say it like this: 'A ___ absorbs water.'" The secondary version compresses further because the routine is established: grade 8 history, the word "suppress," forty-five seconds, definition, one historical example, one nonexample, partner sentence about the current unit. Across the week the words return in the do-now ("Which would suppress a protest: a permit, or a curfew? Why?"), in the day's frame, and in the exit ticket, which is the multiple-encounters requirement of the evidence base operating on a schedule a real classroom can keep. [S21, S22] For frames, one more design refinement repays attention: differentiate the frame by function complexity, not just length. "___ causes ___" and "Although ___ contributes to ___, the primary cause is ___ because ___" are both cause-effect frames; the second demands concession and ranking, which is the Level 4-5 stretch, while the first keeps a Level 2 student inside the same disciplinary conversation. A frame bank organized by function (explain, argue, compare, recount) and level, built once per department, is among the highest-leverage collaborative artifacts a Minnesota secondary school can produce, and Lesson 4.2's co-planning protocol is where it gets built. Translanguaging names what multilingual people actually do: draw flexibly on their full linguistic repertoire to make meaning, rather than operating two sealed language systems; García and Wei's book-length treatment is the scholarly foundation of the concept. [S23] As pedagogy, it means deliberately structuring moments where students use their strongest language in service of learning, and it directly challenges the older monolingual assumption that every minute of home-language use is a minute stolen from English. [S18, S23] The CUNY-NYSIEB guide for educators, a widely used practitioner resource, frames the stance plainly: treat bilingualism as a resource for learning rather than a problem to be managed. [S18] Minnesota has effectively legislated the same stance: the LEAPS Act created bilingual and multilingual seals precisely because the state treats proficiency in Somali, Hmong, Karen, Spanish, or Ojibwe as an academic achievement. [S6, S7]

The cognitive logic is straightforward. A tenth grader who reads a two-paragraph Somali summary of supply and demand before tackling the English chapter is not avoiding English; she is building the conceptual schema that will make the English text comprehensible, which is Lesson 3.1's principle executed through the student's strongest tool. Concepts and literacy skills transfer across languages, a central finding of the National Literacy Panel on Language-Minority Children and Youth: a student who can identify a main idea, structure an argument, or balance an equation in Karen does not need to relearn the thinking in English, only the labels. [S20] Concrete classroom structures include: previewing a text or video in the home language before reading it in English; pairing same-language partners to negotiate a hard concept, with the product delivered in English; bilingual glossaries and student-made cognate charts; drafting a brainstorm in any language before composing in English; and inviting annotations in whichever language keeps the thinking moving. In each structure, note the design: the home language does heavy conceptual lifting and English remains a clear output target. Translanguaging done well is rigorous about both.

Address the two objections you will hear. "I don't speak Hmong, so I can't allow it": translanguaging requires the teacher to design the structure, not to speak the language. You set the task, the grouping, and the English deliverable; the students supply the linguistic resources. Accountability comes from the deliverable, exactly as it does in any group work. "They'll just chat off task": students chat off task in English too; the remedies are the same, clear tasks, time limits, and visible products. What the objection often masks is discomfort at not understanding every word spoken in one's classroom, and it deserves the honest professional answer that a classroom in which students may only think in the language the teacher understands is organized around the teacher's comfort, not the learners' development. InTASC Standard #1 obliges teachers to work with, not against, learners' linguistic development, and Standard #2's inclusive environments language is difficult to satisfy while a student's strongest language is treated as contraband. [S10]

Boundaries keep the practice defensible. Translanguaging supplements, never replaces, the explicit English development that Minnesota Statutes section 124D.61 requires districts to provide. [S5] It is a scaffold for meaning-making, so it follows scaffold rules: strategic, planned, and adjusted as English proficiency grows, though unlike a sentence frame, the home language is never something to eliminate; the goal is a confident bilingual, not a monolingual with a subtracted past. Never use translanguaging structures for assessment of English language development itself, and never compel a student to perform the home language publicly if the student prefers not to; some students, including some refugee-background students, have complicated relationships with their languages, and the asset stance includes respecting that.

The empirical footing deserves one more careful paragraph, because translanguaging pedagogy is younger than its theoretical foundation and a renewal course should say which claims rest on what. The cross-linguistic transfer of literacy skills and concepts is among the National Literacy Panel's firmest findings, and home-language literacy instruction shows measurable benefits for English reading outcomes in the experimental literature Goldenberg synthesizes. [S20, S22] Program-level evidence points the same direction on a longer clock: Umansky and Reardon's cohort analysis found bilingual-program students matching or exceeding English-immersion peers by late middle school despite slower early reclassification. [S34] Classroom translanguaging structures of the kind this lesson describes rest on that transfer evidence plus a growing practitioner and qualitative literature; randomized tests of specific structures remain limited, and this course says so rather than overclaiming. [S18, S23] The practical inference is proportionate: use translanguaging structures as planned scaffolds with English deliverables, where the transfer mechanism gives them a defensible theory of action under Castañeda's first prong, and evaluate them in your own classroom under the third prong, which the activity below operationalizes. What the evidence does firmly rule out is the once-common advice to families to abandon the home language, which sacrifices a documented asset in exchange for nothing the research can find. Every assessment measures two things: the construct you intend and the language required to show it. For English Learners, the second contaminates the first unless you engineer otherwise. A grade-five student who cannot parse "Estimate the difference in rainfall between the two cities depicted in the graph below, expressing your answer to the nearest whole number" may understand estimation, subtraction, and graphs perfectly. If she scores zero, the test recorded her English reading level and called it mathematics. InTASC Standard #6 requires "multiple methods of assessment... to monitor learner progress and to guide decision making"; a score that conflates language and content guides decisions wrongly. [S10]

Start with the question this course has asked since Module 1: what exactly is the construct? If the construct is mathematical reasoning, then reading the word problem aloud, simplifying its sentence structure (not its mathematics), glossing non-mathematical vocabulary, or accepting a diagrammed solution all preserve validity while removing construct-irrelevant barriers. If the construct is reading comprehension in English, a read-aloud destroys the measurement, and the honest differentiations are a text at the right proficiency stretch or added response supports. If the construct is scientific explanation, a Level 2 student can demonstrate it through a labeled diagram plus frame-supported sentences, and WIDA's Can Do Descriptors are effectively a menu of valid response formats by level: at Levels 1-2 expect matching, labeling, sequencing, and short constructed responses with support; do not certify a student as not understanding photosynthesis because he could not produce an unsupported paragraph about it. [S13]

Practical moves for everyday assessments follow. Offer multiple demonstration formats where the construct allows: oral response, diagram, demonstration, home-language draft with English summary, shortened constructed response. Audit test language before administering: strip idioms, cultural assumptions (a question premised on state fairs or ice fishing measures cultural exposure), unnecessarily embedded clauses, and distractor vocabulary; keep every term the construct actually requires. Grade with two lenses, recording content mastery separately from language development, and give feedback on both, because a paper returned covered in grammar corrections with no comment on the ideas teaches a student that her thinking is invisible. And use formative checks frequently enough that ACCESS-year surprises do not happen: exit tickets with sentence frames, quick whiteboard responses, and structured observation give you weekly reads on both content and language growth.

Know the boundary between classroom practice and statewide assessment. Classroom accommodations do not automatically apply to Minnesota statewide assessments, and EL-specific supports on state tests follow current MDE policy and district procedures. [S8, S28] Equally important, classroom assessment evidence feeds the district's documented entrance and exit criteria under Minnesota Statutes section 124D.61, so your two-lens records are not private bookkeeping; they are part of the legal machinery that decides a student's services. [S5]

The measurement concept underneath this lesson has a name worth teaching: construct-irrelevant variance, score variation caused by factors outside the construct the assessment intends to measure. For English Learners the dominant irrelevant factor is English proficiency on tests of everything else, but the concept also catches cultural knowledge assumptions, unfamiliar item formats, and speededness, since processing a second language takes longer even at high proficiency, which is why extended time is among the least controversial accommodations. The accommodation research literature adds useful hedges a careful teacher should hold: studies of specific accommodations show uneven effects, with glossaries plus extended time among the better-supported combinations and wholesale linguistic simplification showing mixed results, partly because simplification done crudely can alter the construct or strip context that aids comprehension. [S21, S24] The design conclusion is not to abandon simplification but to do it surgically: shorten sentences and cut idioms while preserving every construct-bearing term, and pilot the revised item on a proficient student to confirm the mathematics or science inside it is intact.

A worked item revision makes the surgery visible. Original grade 5 item: "After the big storm knocked out power across the county, the Hendersons' basement freezer, which had been chock-full of venison from last fall's hunting trip, warmed up. Estimate how many pounds of the 48 pounds spoiled if three-quarters was lost." The construct is fraction-of-quantity estimation. Construct-irrelevant load: "chock-full" (idiom), "venison" and the hunting scenario (cultural exposure), a two-clause embedded sentence, and a buried question. Revised: "A freezer held 48 pounds of meat. The power went out, and three-fourths of the meat spoiled. About how many pounds spoiled?" Every mathematical element survives; the reading obstacle course is gone; and the item is now also fairer to native speakers who read slowly. This is the general finding hiding in this lesson: construct-valid revision for English Learners routinely improves the instrument for everyone, because language that measures nothing was never doing legitimate work. [S21] The two-lens grading practice then completes the system: a rubric row for content criteria and a separate row for language development, with feedback on both, gives the student a true signal, gives the EL specialist progress evidence, and gives the entrance-exit machinery of section 124D.61 records that mean what they say. Minnesota law expects EL programming to be a coordinated system, not a corridor. Section 124D.61 requires districts to avoid isolating English Learners for a substantial part of the school day and to provide coordinated professional development to all staff who work with them, which pushes service models toward collaboration inside content classrooms. [S5] The LEAPS Act reinforced the same direction by expecting all educators, not only licensed EL teachers, to be skilled in developing their students' academic English. [S6, S7] In practice this means the general classroom teacher and the EL specialist share students, share targets, and should share planning.

The partnership works when the division of expertise is explicit. You bring InTASC Standard #4 knowledge: the concepts, the misconceptions, the texts, the assessments of your discipline. The EL specialist brings the language-development lens: proficiency profiles, the linguistic demands hiding in your materials, level-calibrated scaffolds, and knowledge of students' histories and families that often goes deeper than the cumulative folder. The recurring failure mode is the specialist deployed as a paraprofessional, circulating to whisper translations while the "real teacher" teaches. That model wastes a license and violates the spirit of both statutes just cited. If co-planning time is scarce, and it usually is, a twenty-minute weekly protocol beats an hour of improvisation: minutes one to five, the content teacher names next week's targets and central tasks; five to fifteen, the specialist identifies the two highest language barriers and proposes scaffolds; fifteen to twenty, agree who does what, including who monitors which students and how the scaffold fades.

Where formal co-teaching is scheduled, the established models each serve different purposes: one teach, one support (efficient, but the trap model if it becomes permanent); station teaching, where the specialist runs a language-intensive station all students rotate through; parallel teaching, halving the group size for discussion-heavy work; alternative teaching, a preteach or reteach group whose membership rotates by need, never a fixed EL table; and true team teaching, where instruction is jointly delivered and the specialist's think-alouds model academic language live. Choose the model per lesson purpose, and audit periodically: if the specialist has not led whole-class instruction in a month, or if the same five students sit at the alternative table every day, the model has calcified into status hierarchy, the same dignity failure this course flagged for scaffolds that never fade. InTASC Standard #10 names the professional obligation: seek opportunities "to collaborate with learners, families, colleagues, other school professionals, and community members to ensure learner growth." [S10]

When no EL specialist is regularly available, the collaboration obligation does not lapse; it changes form. Consult the specialist asynchronously with specific artifacts ("here is Thursday's lab sheet; where will my Level 2 students stall?"), bring EL questions to PLC time with student work in hand, and route service questions through the district EL coordinator, whose existence is guaranteed by the program requirements of section 124D.61. [S5]

The professional literature on integrated EL services gives this lesson's claims their footing and their vocabulary. Honigsfeld and Dove's foundational guide to integrated practices, the standard reference for EL collaboration, frames the partnership as a continuum that runs from informal exchanges through co-developed materials to full co-teaching, and its central finding from more than a decade of implementation is the one this lesson keeps repeating: the benefit comes from the integration of expertise in planning, not from the mere presence of two adults in a room. [S35] The federal frame points the same direction from the compliance side: the 2015 Dear Colleague Letter requires EL programs to be delivered by adequately prepared staff, and the Castañeda implementation prong asks whether the program is actually resourced and practiced as designed, which a specialist deployed as an aide is not. [S15, S24] A useful mental model for choosing among the five models is language load: ask where in the lesson the linguistic demand peaks, and put the specialist's expertise at that peak. If the peak is the text, a preteach group (alternative teaching) meets it; if the peak is the discussion, parallel teaching halves the audience each student must speak in front of; if the peak is distributed, stations concentrate it into one rotation everyone visits.

Worked example, elementary

A grade 2 team runs the twenty-minute protocol on Tuesday for next week's science unit on properties of matter. Minutes one to five: the classroom teacher names the target (classify objects by observable properties), the central task (a sorting investigation with a recording sheet), and the assessment (students explain one sort aloud). Minutes five to fifteen: the specialist, scanning the recording sheet, flags two barriers: the sheet's instruction line ("Justify your categorization scheme") is Level 5 language for a Level 2 task, and the oral assessment gives her three newcomers no rehearsal structure. She proposes rewriting the instruction line ("Sort. Then tell why: I put ___ here because ___"), adding a picture-supported word bank of property terms, and inserting a thirty-second partner rehearsal before anyone explains a sort to an adult. Minutes fifteen to twenty: roles are set. They choose station teaching: the specialist runs the language-intensive station where every student, not only the ELs, rehearses explaining a sort with the frame, while the teacher runs the open investigation station; the paraprofessional supervises the independent station. The fade is named in the same breath: by the next unit, the rehearsal structure becomes a whole-class routine the teacher owns, and the specialist's station moves to the next linguistic peak. Twenty minutes, and the plan improved for every child in the room, which is the recurring signature of well-designed EL support. [S21, S35]

Worked example, secondary

A grade 10 chemistry teacher and an EL specialist share four multilingual learners across two sections, with no common co-teaching block, only a shared prep on Thursdays. They work the asynchronous form of the partnership with discipline. The teacher sends Thursday's lab sheet on Tuesday with one specific question: where will my Level 2 and Level 4 students stall? The specialist returns it annotated: "precipitate" needs the ninety-second vocabulary routine plus a photo; the safety warning's embedded conditional ("If the solution should come into contact with skin...") must be rewritten as two imperatives because a misread safety line is not a language exercise; and the conclusion prompt needs a two-level frame, cause-effect simple for the Level 2 student, concession-based for the Level 4s. On the shared prep they build one department artifact per month; this month it is the frame bank for chemical explanation, organized by function and level, which Lesson 3.2 identified as the highest-leverage collaborative product a secondary department can own. When the specialist visits the section once a week, she does not hover beside the ELs; she teaches the opening think-aloud for the whole class, modeling how a chemist reads a data table, because her expertise is academic language, and academic language is where the whole class lives. Failure modes in EL collaboration

  • The specialist as aide. A licensed language expert circulating to whisper translations is the field's most documented failure pattern, and it is visible in one observation: who is at the front of the room, and whose name is on the plan. Repair: restore co-planning, rotate models, and audit monthly. [S24, S35]
  • The fixed EL table. Alternative teaching with permanent membership converts a flexible support into a visible status assignment, the same dignity failure as a scaffold that never fades. Membership rotates by need, and non-EL students cycle through the language-intensive structures too. [S35]
  • Co-planning without artifacts. Meetings that trade impressions ("they struggled again") instead of documents (the lab sheet, the quiz, the student's draft) produce goodwill and no change. The protocol runs on artifacts or it does not run.
  • Scaffolds without an owner. When a support is proposed but no one is assigned to deliver, monitor, and fade it, it survives one lesson. Every scaffold in the agreement carries a name and a fade condition.
  • Proximity mistaken for integration. A schedule that places the specialist in the room without shared planning meets the timetable and fails the statute's spirit; section 124D.61's coordinated professional development language and Castañeda's implementation prong both ask what the adults do together, not where they stand. Required professional-learning activity

Draft a one-page collaboration agreement for you and an EL specialist (real or prospective): the weekly 20-minute protocol agenda, the co-teaching model you would use for one specific upcoming lesson and why, each adult's role during that lesson, and one warning sign you will both watch for that the partnership has drifted into teacher-and-helper.

Artifact specification. A strong agreement could be signed by both adults and audited in October. Quality criteria: (1) the protocol agenda assigns minutes and an owner to each segment and names the artifact that must arrive before the meeting; (2) the model choice is justified by the lesson's language-load peak, not by habit or scheduling convenience; (3) each adult's role during the lesson is specific enough that an observer could tell within five minutes whether the plan is running, including at least one whole-class segment led by the specialist; (4) every scaffold in the plan carries an owner and a fade condition; and (5) the drift warning sign is observable and paired with the repair both adults agree to in advance, because partnerships calcify by increments no one meant. Family engagement through interpreters and translated communication

Minnesota law builds family partnership into EL programming: districts must make their identification and exit criteria available to parents and must provide parents a written description of program services. [S5] Title III's statutory purposes include promoting parental, family, and community participation in language instruction programs. [S16] Behind the legal language is a practical truth every experienced teacher of multilingual learners knows: the family is the longest-running expert on the child, and a teacher who cannot communicate with the family is working with a fraction of the available information.

Language access is the precondition. For conferences, meetings about placement or discipline, and any substantive conversation, arrange a qualified interpreter through your district's process; most Minnesota districts contract interpretation for their major languages, and telephone or video interpretation covers the rest. Do not use the student, a sibling, or another child as interpreter for substantive matters. It reverses the family hierarchy in many cultures, invites the child to filter what each side hears, and can place children in the position of delivering bad news about themselves; reserve student interpreting for logistics at most ("we moved the meeting to Tuesday"). When working with an interpreter, speak directly to the family member, not to the interpreter; pause every two to three sentences; avoid idioms and educational jargon, or gloss it ("MCA, that is Minnesota's state test"); and confirm understanding by inviting questions rather than asking "do you understand?", which courtesy answers yes in every language. Send written communication translated where the district provides it, and pair every important written notice with an interpreted call for families whose strongest literacy is oral; a translated letter to a parent with interrupted formal schooling is not access.

Engagement, though, is larger than logistics, and this is where InTASC Standards #1 and #10 converge: understanding how learners develop includes understanding the family and community contexts of that development, and collaboration with families is an explicit professional expectation. [S10] Open conferences by asking what the family wants for the child and what they see at home, and treat the answer as data equal to your gradebook. Say plainly, in every conference with a multilingual family, that continuing to develop the home language helps, not hurts, English and academics; families are routinely advised otherwise by well-meaning voices, and the research consensus and Minnesota's own bilingual seals say the opposite. [S6, S18, S20, S22, S30] Be alert to context without stereotyping: some refugee-background families experienced school systems where summoning a parent meant serious trouble, so a positive first contact, a two-minute interpreted call about something the student did well, changes the relationship for the year. And remember that a parent's absence from an evening event measures work schedules, transportation, childcare, and past experience, not investment in the child.

The legal architecture behind these practices deserves to be stated precisely, because it converts good intentions into enforceable expectations. The 2015 Dear Colleague Letter devotes a full section to communication with limited English proficient parents: districts must provide meaningful access to school information through qualified interpretation and translation, in a language the parent understands, for information that is provided to other parents, including report cards, discipline notices, special education documents, and enrollment materials; and the guidance specifically identifies reliance on students, siblings, friends, or untrained staff as inadequate practice. [S24] Title III's statutory purposes include promoting parent, family, and community participation, and the ESSA-era guidance carries district obligations for notice to EL families in accessible language. [S16, S25, S26] Minnesota's section 124D.61 adds the state layer: parents receive the program description and the exit criteria in writing. [S5] The classroom implication is direct: when you request an interpreter for a conference, you are not asking a favor of the front office; you are executing the district's legal obligation, and a teacher who documents the request has done the professional thing twice over.

Worked example, elementary

A grade 4 teacher prepares a twenty-minute conference with Amina's father, whose strongest language is Somali (the Module 5 case, worth rehearsing from the family side). Before: she books the district's Somali interpreter a week out, sends home a translated conference notice paired with an interpreted reminder call, and pre-briefs the interpreter for two minutes: the three points she hopes to land, the one piece of jargon she will need rendered carefully (MCA), and the request to interpret everything, including the parent's side conversation with Amina's younger sister if the father asks it be shared. During: chairs are arranged so she faces the father, not the interpreter; she opens with the family's expertise ("What do you hope fourth grade does for Amina, and what do you see at home?"), waits through the full interpretation without filling the silence, and delivers a strength first: Amina's two-lens math record, computation at the top of the class, word problems climbing since the assessment revisions. The jargon is glossed in the same breath it appears: "the MCA, Minnesota's state test." She closes with the home-language affirmation, said plainly: keep reading, talking, and telling stories in Somali; it grows the thinking English will use, and the state agrees strongly enough to award seals for it. After: a translated one-paragraph summary goes home, and the interpreted follow-up call is calendared for six weeks out. Every move in the script is teachable, and none requires the teacher to speak a word of Somali. [S5, S18, S24, S30]

Worked example, secondary

A grade 9 team wants first contact with Paw's family within her first month (the Module 5 newcomer). The wrong opening is a letter: her parents' strongest literacy is oral, in a language with limited district translation capacity, and a formal school document arriving at a refugee-background household can read as trouble. The right opening is a two-minute positive call through the telephone interpretation line in Karen, scheduled for early evening around work shifts: the biology teacher introduces herself, reports one specific strength ("Paw's lab diagrams are among the best in the class; she sees structure quickly"), names one support in place (the Karen-speaking peer partner and the visual lab guides), and asks one question ("What does Paw say about school at home?"), whose answer, whatever it is, is the first entry in the family's side of the record. The team logs the call, the language, and the interpreter service used; under the SLIFE framework's guidance, that log entry is also program evidence, because family communication in the home language is part of what an adequately implemented newcomer program looks like in a compliance review. When a written notice must go home later, it travels with an interpreted call, and the team resists the shortcut the vignette in Module 5 dangles: Paw's schooling gap makes her a particularly inappropriate interpreter of her own records, and the Dear Colleague Letter has already answered the colleague who suggests it. Failure modes in family engagement

  • The child as interpreter. Convenient, common, and named as inadequate by the federal guidance for substantive matters; it also restructures the family in the school's presence. Logistics at most; never placement, discipline, special education, or grades. [S24]
  • The translated letter as the whole strategy. Print access assumes print literacy. For families whose strongest literacy is oral, pair every important notice with an interpreted call, or the notice functions as decoration. [S24, S27]
  • Jargon without glossing. "MTSS," "reclassification," "proficiency composite": each term unglossed converts the conference into a demonstration of the school's distance from the family. The gloss habit costs seconds. [S24]
  • The conference as monologue. A meeting where the school reports and the family receives wastes the longest-running expert in the room. The opening question belongs to the family, and their answer is data. [S10]
  • Deficit advice about the home language. Telling families to switch to English at home remains common and is contradicted by the transfer research, the National Literacy Panel findings, and Minnesota's own seals statute; this course treats correcting that advice as a professional obligation, delivered warmly and in every conference. [S6, S20, S22, S30]
  • Reading absence as apathy. Attendance at school events measures logistics and history, not love. The engagement metric that matters is two-way communication over time, and the teacher controls half of it.

Required professional-learning activity

Script your next substantive contact with a multilingual family, real or realistic and de-identified: how you will arrange interpretation, your opening question to the family, one strength you will report, one piece of jargon you must gloss and your plain-language version, and the affirmation you will give about the home language. Note one logistical barrier you will remove.

Artifact specification. A strong script could be handed to a colleague covering your conference. Quality criteria: (1) the interpretation arrangement names the mode (in-person, video, telephone line), the request pathway in your district, and the pre-brief you will give the interpreter; (2) the opening question genuinely cedes the floor to the family and cannot be answered yes or no; (3) the strength is specific and evidence-backed, drawn from a two-lens record where one exists; (4) the jargon gloss is a full plain-language sentence, not a synonym; (5) the home-language affirmation is written word for word and cites something real (the seals, the transfer research) rather than sentiment; and (6) the removed barrier is concrete (timing, transportation, childcare, channel) and the script notes how the contact will be documented, since the record is also the district's compliance evidence. These cases are composites built to represent common Minnesota profiles; they describe no real student. Each demands a different response, which is the point: "the varied needs of English Learners" is plural on purpose.

Case A: the newcomer with interrupted schooling. Paw, grade nine, arrived in St. Paul four months ago from a refugee camp on the Thai-Myanmar border. Her home language is Karen. Records suggest roughly five years of formal schooling, so she meets Minnesota's SLIFE definition of at least two fewer years of schooling than her peers. [S4] Her ACCESS-equivalent screener places her at Level 1 across domains. In your biology class she watches intently, copies diagrams beautifully, and produces no English. A colleague suggests sending her to the media center with a phonics app during labs. Decide: What does Lesson 3.1's two-question check say about the phonics-app plan? What can Paw do in a lab this week (consider WIDA Level 1 can-do expectations, visuals, labeling, a Karen-speaking peer if available)? What does Minnesota Statutes section 124D.61's warning against isolating English Learners for substantial parts of the day imply? [S5, S13]

Case B: the long-term English Learner hiding in fluency. Diego, grade seven, was born in Willmar and has been identified as an English Learner since kindergarten. His conversational English is indistinguishable from his peers'. His composite is 3.5 and has moved less than half a level in three years; his reading and writing domains lag his listening and speaking. He is failing your science quizzes, and a team member has proposed a special education referral for a learning disability. Decide: How do BICS and CALP reframe the referral conversation, what do the empirical timelines say about a composite that has been flat for three years, and what caution does the field attach to that reframing? [S17, S31] What would a language-demand analysis of your quizzes (Lesson 2.2) check before anyone concludes disability? What supports does a Level 3-4 student need that a beginner does not, and what would insult his fluency?

Case C: assessment and the family conference. Amina, grade four, speaks Somali at home. Her profile: listening 4, speaking 4, reading 3, writing 2.5. She excels in math until word problems appear, where she scores near the bottom of the class. A conference is scheduled; her father's strongest language is Somali, and a colleague suggests having Amina's sixth-grade brother interpret to save scheduling trouble. Decide: What is the construct of your word-problem assessment, and which two changes from Lesson 4.1 would let Amina show her mathematics? What does Lesson 4.3 say about the brother-as-interpreter plan, and what will you arrange instead? What strength-first message about Somali will you send the family? [S18]

For each case, complete the eight-part decision record:

There may be more than one defensible answer. A high-quality response holds the grade-level standard constant, matches support to the specific profile rather than to the label "EL," respects the legal boundaries this course has named, and cites its InTASC anchors accurately.

Calibration guidance: what a strong record notices

Case A. The controlling insight is that SLIFE names a schooling-history profile, not an ability level, and the two facts the vignette pairs, five years of schooling and beautiful diagram copying, are both instructionally load-bearing. DeCapua and Marshall's Mutually Adaptive Learning Paradigm, the leading research-based SLIFE framework, reframes the newcomer problem precisely: students like Paw arrive expert in learning modes that are oral, relational, and immediately practical, and unpracticed in the decontextualized, individually assessed, print-driven modes school assumes; effective programming deliberately bridges by combining what is familiar (oral interaction, shared responsibility, immediate relevance) with what must become familiar (individual accountability, print, abstract tasks), rather than either drowning the student in the unfamiliar or parking her in the trivial. [S27] Against that frame, the phonics-app plan fails both of Lesson 3.1's questions at once: it abandons grade-level biology entirely and delivers no comprehensible route into it, while also isolating her, which is the specific arrangement section 124D.61 warns against for substantial parts of the day. [S5] The lab is, in MALP terms, the best room in the school for Paw: concrete materials, visible procedures, a partner structure; a strong record has her labeling diagrams with the word bank, sequencing procedure photographs, matching Karen and English terms on a student-made chart, and delivering one frame-supported sentence per lab, with WIDA Level 1 descriptors cited as the evidence that this is what productive Level 1 participation looks like. [S13] The record also notes what the vignette does not say: Paw needs the district's formal SLIFE identification and services, and the biology teacher's documentation of her participation is part of that machinery. Case B. The strongest records treat Diego as a measurement problem before a placement problem.   • Proficiency read as ability. Any sentence equating a WIDA level with intelligence or academic potential fails the course's first principle; the level describes current English performance and required support, nothing else. [S13]
  • Referral as reflex. Case B punishes both errors: referring on language-contaminated evidence, and refusing ever to refer because the student is an EL. The defensible position is sequenced evidence gathering with dates attached. [S24]
  • Rigor traded for access. Plans that solve Paw's access problem with below-grade content, or Amina's with a word-problem exemption, have quietly abandoned the target the record was required to hold fixed; the varied element is the route, never the destination. [S15, S16]
  • The family as afterthought. Records that engineer instruction brilliantly and leave the conference logistics broken miss that Case C's decisive resource is information only the family holds, delivered only through language access. [S24]

Learning objectiveProduce a standards-aligned lesson plan that demonstrates accommodation for English Learners at two different proficiency levels and audits itself against the five anchor InTASC standards.

The capstone is the course's professional-learning artifact. Use a real upcoming lesson from your own assignment, and remove all student-identifying information. The plan must be specific enough for a colleague and a PELSB reviewer to see exactly where the varied needs of English Learners are met and where the InTASC standards live.

Required capstone sections

  1. Context and target: grade/subject, the Minnesota academic standard or local target, and learner-friendly success criteria that will not move.
  2. Learner profiles: two de-identified English Learners at different proficiency levels (for example, a Level 2 and a Level 4), with domain-level detail and one asset each, drawn from your roster or built from the Module 5 composites.
  3. Language-demand analysis: the Lesson 2.2 inventory for this lesson's central text, task, and assessment.
  4. Vocabulary plan: five to seven triaged words with the filter that selected each, and the routine for the top two.
  5. Input and interaction scaffolds: level-matched supports for both profiled learners, each with a fade condition.
  6. Output supports: sentence frames or alternative formats calibrated to each learner's level, encoding a genuine language function of your discipline.
  7. Home-language assets: at least one translanguaging structure, with its English deliverable and rigor safeguard.

  9. Collaboration and family: one specific question for the EL specialist and one planned interpreted family contact.
