Positive behavior intervention strategies rest on one working premise: social behavior is learned, and what is learned can be taught, practiced, and strengthened the same way academic skills are. The Center on PBIS practice guide for educators frames classroom behavior support as instruction inside a multi-tiered system: universal practices for all students, targeted practices for some, and intensive individualized practices for a few. A teacher who treats a disruptive pattern as a skill gap to be taught responds differently, and far more effectively, than a teacher who treats the same pattern as a character flaw to be punished. The engine of this approach is function-based thinking. Behavior that repeats is working for the student in some way. Nearly every persistent classroom behavior serves one of two broad functions: to obtain something (adult or peer attention, a preferred item or activity, sensory input) or to escape or avoid something (a difficult task, a social demand, an overwhelming environment). The function is not an excuse; it is diagnostic information. A student who blurts to obtain attention needs a taught, reinforced, appropriate way to obtain attention. A student who blurts to escape a task that is too hard needs the task barrier addressed. Identical behaviors can require opposite interventions, which is why responding to the behavior alone so often fails. [S10, S14, S32]
Function is investigated through structured observation, usually summarized as ABC: Antecedent (what reliably happens right before), Behavior (what the student observably does), and Consequence (what happens right after that may maintain the behavior). The What Works Clearinghouse practice guide on reducing behavior problems makes this its first recommendation: identify the specifics of the problem behavior and the conditions that prompt and reinforce it before selecting any intervention. Precision matters. "Marcus is defiant" is an interpretation. "When given a multi-step written task, Marcus puts his head down and does not begin; an adult then sits with him one to one" is an observation that already suggests both a possible function (escape, with attention as a bonus) and a support. The learning principles underneath the framework
Function-based thinking is applied learning science, and three of its technical terms repay precise definition because everyday usage blurs them. Reinforcement is any consequence that increases the future probability of the behavior it follows; it is defined by its effect, not by anyone's intention, which is why a scolding that reliably produces laughter and repetition is functioning as reinforcement no matter how punitive it felt to deliver. Negative reinforcement is not punishment; it is the strengthening of a behavior because it removes something aversive, and it is the engine of most escape-maintained classroom behavior: the student acts, the difficult task goes away, and the acting is strengthened. Punishment, technically, is a consequence that decreases future behavior, and the research on exclusionary responses shows how rarely school consequences meet that definition: a removal that grants escape is reinforcement wearing punishment's clothing. [S10, S14, S19] Two further concepts complete the working kit. A setting event is a distal condition that changes how potent an antecedent is: short sleep, a missed meal, a morning conflict on the bus, or medication changes can make a task demand that was survivable on Tuesday intolerable on Wednesday, which is why identical antecedents do not always produce identical behavior and why "he was fine yesterday" is data, not refutation. And behavior can be multiply controlled: a behavior may obtain peer attention and escape a task at once, and the honest hypothesis names both and plans for both. The evidence base for building school systems on these principles is substantial: randomized controlled trials of schoolwide PBIS implementation report reductions in office referrals and suspensions and improvements in perceived safety and child behavior, with the usual caveat that effects depend on implementation fidelity. Worked example, elementary
A kindergartner screams and sweeps materials off the table during center transitions, roughly three times a week. The ABC record across six observations shows the antecedent is not transitions generally but transitions away from a preferred center before her structure is finished; the consequence is that an adult typically helps her rebuild it after calming, and twice she was allowed to stay. Two plausible functions emerge: obtaining continued access to the preferred activity, with adult attention as a secondary candidate. The hypothesis, "when signaled to leave an unfinished construction, she screams and sweeps materials, in order to keep access to the activity," is testable: a two-minute warning, a photograph ritual to save the structure, and a taught ask-for-two-more-minutes routine should reduce the behavior if the hypothesis is right, and the data will say so within two weeks. Note what the analysis avoided: no character claim, no maturity claim, and no intervention chosen before the pattern was established. [S10, S14]
Worked example, secondary
A tenth grader delivers a running comic commentary during teacher-led instruction in one class period. The reflexive reading is attention-seeking, and it may be right, but the ABC record complicates it: the commentary clusters in the fifteen minutes after independent practice is assigned, the laughter is real but brief, and the reliable consequence is a multi-exchange argument with the teacher during which no practice gets done. Peer attention and task escape are both on the table, and the escape column is quietly winning: the behavior costs him social capital by March but keeps buying him exits from work he starts and abandons. A quick review of his work samples shows accurate first steps and collapse on multi-step items. The support that follows looks nothing like an attention plan: modified entry into practice, a worked example on his desk, and a taught help-request, with the comic energy rerouted into a legitimate platform (he opens the review game on Fridays). The case illustrates the module's central discipline: the topography (joking) never determines the intervention; the function does. [S10, S14, S26]
Common failure modes at the foundation step
- Topography-based intervention. The plan responds to what the behavior looks like (talking out gets a talking-out consequence) rather than what it earns. Diagnosis: the intervention could be written without knowing the consequence column. Repair: no plan until the ABC record exists.
- Motive inference. "He does it on purpose" or "she just wants attention" said as accusation. Function is not moral purpose; wanting attention is a universal human need currently being met through the only route that reliably works. The professional question is what better route the classroom will teach. [S10]
- The single-observation verdict. One dramatic incident becomes the theory of the child. Patterns require multiple observations across conditions; the format in this lesson exists precisely to slow that verdict down. [S14]
- Skipping the setting-event check. A sudden behavior change is treated as a discipline problem when the calendar says state testing week and the record says the student's medication changed. Ask what changed in the conditions before asking what is wrong with the student.
Minnesota's Standards of Effective Practice make this stance a professional expectation, not a preference. Standard 2 requires teachers to understand and implement relationship-based, culturally affirming, and proactive approaches to behavior in order to improve student outcomes and reduce exclusionary practices. Function-based thinking is also an equity safeguard: it replaces adjectives about students ("lazy," "disrespectful," "attention-seeking" as an insult) with observations about conditions the teacher can actually change. [S4, S13] The rest of the course builds outward from this lesson: Module 2 engineers the conditions that prevent problem behavior, Module 3 disciplines the response when it occurs, Module 4 intensifies support when prevention is not enough, and Module 5 checks the whole system against data and against equity.
Required professional-learning activity
Choose one recurring, non-dangerous classroom behavior from your practice. Write an observable definition, record or reconstruct three ABC observations, and draft a one-sentence function hypothesis in the format above. Use no student-identifying information.
Artifact specification. A strong ABC artifact contains the observable definition, a three-row observation table (antecedent, behavior, consequence, plus a setting-event note where relevant), and the hypothesis sentence in the taught format. Quality criteria: (1) the definition would let two observers record the same events independently; (2) each consequence entry records what actually followed, including adult behavior, not what policy says should follow; (3) the hypothesis names obtain or escape (or defensibly both) and cites the pattern that supports it; (4) at least one rival function is named and the observation that would distinguish it is stated; (5) no interpretation words (defiant, lazy, attention-seeking) appear anywhere in the table.
